Proposal: Implementing a Nationwide Online NSTP Program for Students Enrolled in State Colleges and Universities

Offered in Partnership by Northeast Luzon Adventist College (NELAC), Adventist Higher Education Institutions in the Philippines, and YESCORPS.NET

1. Introduction

Northeast Luzon Adventist College (NELAC), in collaboration with other Adventist Higher Education Institutions (AHEIs) in the Philippines, and through the support of YESCORPS.NET—Youth Empowerment School and Training Corps of ECS300, an organization of accredited schools and colleges affiliated with the Global Frontiers Institute and The Seventh-day Adventist Church—proposes a nationwide online NSTP program. This initiative aims to address the needs of students enrolled in State Colleges and Universities (SUCs) across the Philippines, particularly Adventist students observing the Sabbath, while also offering opportunities for non-Adventist students to benefit from a flexible, high-quality program.

2. Problem Statement

Students enrolled in SUCs often face scheduling conflicts that hinder their ability to fulfill NSTP requirements, especially for Adventist students who observe the Sabbath (Friday sundown to Saturday sundown). Non-Adventist students also seek flexible, accessible options for their civic training. The high costs and resource demands of developing such a program can be a barrier for individual institutions. There is a need for a collaborative, innovative solution that leverages existing networks and platforms to provide equitable access to NSTP nationwide.

3. Proposed Solution: Collaborative Nationwide Online NSTP Program via YESCORPS.NET

We propose that NELAC, in partnership with other AHEIs and supported by YESCORPS.NET—Youth Empowerment School and Training Corps of ECS300, an organization of accredited schools and colleges under the Global Frontiers Institute and The Seventh-day Adventist Church—offer a comprehensive online NSTP accessible to students across the Philippines. This program will:

  • Serve Adventist Students: Provide a Sabbath-observant online NSTP option for Adventist students enrolled in SUCs.
  • Extend Opportunities to Non-Adventist Students: Enable non-Adventist students nationwide to cross-enroll through YESCORPS.NET, gaining access to the advantages of an accredited Adventist-led program.
  • Leverage YESCORPS.NET Platform: Utilize YESCORPS.NET, the Youth Empowerment School and Training Corps of ECS300, as the primary platform for enrollment, course delivery, and student support, benefiting from its network of accredited schools and colleges affiliated with the Global Frontiers Institute and The Seventh-day Adventist Church.
  • Share Resources and Expertise: Partnering AHEIs will contribute faculty, curriculum development, and support services to ensure a high-quality, flexible program.
  • Offer Asynchronous Learning: All course materials—including lectures, readings, and assignments—will be accessible online 24/7, allowing students to complete coursework outside of Sabbath hours.
  • Provide Flexible Scheduling: Assignments will be designed with flexible deadlines to accommodate Sabbath observance and other student needs.
  • Include Alternative Activities: The curriculum will incorporate online simulations, research projects, and community engagement activities that can be completed on Sundays or weekdays.
  • Ensure Technological Support: The integrated LMS, supported by YESCORPS.NET, will facilitate seamless course delivery, enrollment, and student support.
  • Seek Accreditation and Recognition: NELAC will lead efforts to secure official accreditation and recognition from relevant government agencies, ensuring the program’s legitimacy nationwide.

4. Partnership Structure

The partnership will involve:

  • Lead Institution: Northeast Luzon Adventist College (NELAC), responsible for overall coordination, accreditation, and management.
  • Partner AHEIs: Other accredited Adventist higher education institutions contributing faculty, curriculum, and support.
  • YESCORPS.NET: The Youth Empowerment School and Training Corps of ECS300, serving as the platform for enrollment, course delivery, and outreach. YESCORPS.NET is affiliated with the Global Frontiers Institute and The Seventh-day Adventist Church, ensuring a broad network and credibility.
  • Formal Agreements: A Memorandum of Agreement (MOA) will be established among all parties, outlining roles, responsibilities, and resource sharing.
  • Steering Committee: Representatives from each partner and YESCORPS.NET will oversee program implementation, quality assurance, and continuous improvement.

5. Curriculum Adaptation

The NSTP curriculum will be tailored to meet the objectives of civic service while allowing flexibility:

  • Civic Welfare Training Service (CWTS): Community service hours can be completed on Sundays or weekdays; online civic engagement projects will supplement traditional activities.
  • Literacy Training Service (LTS): Asynchronous modules and remote tutoring activities will be available.
  • Disaster Risk Reduction and Management (DRRM): Virtual simulations and online workshops will replace weekend hands-on activities.

6. Implementation Plan

  1. Partnership Formation: Formalize collaborations with AHEIs and YESCORPS.NET.
  2. Curriculum Development: Adapt and develop the online curriculum collaboratively.
  3. Technology Integration: Set up and customize the LMS platform supported by YESCORPS.NET.
  4. Faculty and Staff Training: Prepare instructors and support staff for online delivery.
  5. Promotion and Outreach: Market the program to SUC students and the broader community via YESCORPS.NET and partner networks.

  8. Full Launch: Roll out the program nationwide, accessible through YESCORPS.NET.
